A practical room-by-room list for recording accessible finishes, fittings and agreed operational checks at handover.

Before walking through the rooms

Confirm the scope, developer’s access arrangements and whether utilities are available for the agreed checks. Take the floor plan, relevant specification and existing observation list. Record each issue with a room name, specific location and photograph where useful. A generic photograph labelled “bathroom defect” is harder to act on than an identified fitting and description.

Throughout the property

Inspect what is safely accessible. Record visible conditions without opening panels or attempting specialist tests.

  • Walls and ceilings: visible cracks, uneven finishes, staining and apparent damage.
  • Floors: cracked or damaged finishes, incomplete joints and visible unevenness.
  • Doors: alignment, handles, locks and normal closing.
  • Windows: accessible seals, handles, locks and normal operation.
  • Electrical fittings: visible damage and the operational checks agreed for the inspection.

Kitchen

Compare installed finishes and fittings with the relevant agreed specification where available.

  • Cabinet fronts, handles, alignment and normal operation.
  • Worktop edges, joints, chips and visible sealant.
  • Taps, accessible connections and drainage where water is available.
  • Visible appliance or hood connections within the agreed scope; specialist commissioning is separate.

Bathrooms

Record the fixture and location of each observation.

  • Visible sealant and grout condition around wet-area fittings.
  • Normal operation of accessible taps and fixtures where services are available.
  • Observed drainage and visible leakage during agreed checks.
  • Screens, doors, accessories and exhaust operation within scope.

Cooling and other services

Identify the zones and equipment that could be operated. Record thermostat response, visible outlets, observed cooling behaviour and water staining. Heater or pump checks depend on safe access and the agreed inspection. An item that could not be run needs an explicit limitation rather than a presumed pass.

Turn observations into a follow-up record

Group concerns by safety, function and finish so the responsible party can understand the next action. Keep the submitted list, replies and dates. When an item is reported as rectified, agree any follow-up inspection scope and charge. An ordinary snagging report is not a structural certification, guarantee of concealed conditions or determination of legal liability.

When a condition record is the better fit

A move-in or move-out record documents visible condition for comparison at a particular date. If you need technical operational checks or an assessment before purchase, say so when selecting the report purpose. For one repair issue, a maintenance inspection may be the appropriate starting point.
