Who it applies to
Owners of buildings that are 20 years past their completion certificate must obtain a Quality and Safety Certificate. In jointly owned property the management entity acts for the owners, who pay the fees (Law 3 of 2026, Art. 7, 9, 13).
What the report covers
A registered, appropriately licensed and classified engineering firm’s technical report on the structure, exterior cladding, MEP in external and common areas, windows, doors and barriers on facades, Civil Defence compliance and CCTV. Required defects must be rectified through the authority process. An OMEGA maintenance survey or ordinary condition report is not this statutory certificate.
How long it lasts
Ten years for buildings under 40 years old; five years for buildings 40 and older.
Younger buildings and current procedures
The law also requires periodic maintenance and correction of safety-threatening defects in buildings under 20 years old. Confirm commencement, compliance arrangements, any exemption and the current process with the competent authority for the property. A general guide cannot establish a building-specific compliance deadline.
Prepare the records for the appropriate appointment
Keep the completion certificate, existing plans, equipment information, previous technical reports and outstanding defect records. Ask the competent authority to confirm the required engineering-firm appointment and assessment route. An OMEGA building AMC survey can inform maintenance planning; it is not a substitute for this statutory process.
